2025 US phones with custom recovery?

I'm on a pixel 7 pro. Is there any flagship phones in the US that have TWRP etc.? It just takes so damn long to restore otherwise. I like checking out different roms and what not. Was thinking about buying a 9 pro XL. As far as I'm aware anything snapdragon is bootloader locked right?
